1-1 encrypted video shouldn't be too hard, relays could be used to exchange IPs and maybe some subscriptions to stun server for those that cannot connect directly. but broadcast requires transcoding of the video to various bitrates and codecs to work well on a wide array of devices and networks. Livepeer uses codecs embedded on GPUs (so seperate silicon from the render pipeline) to do this. Not sure how video distribution works...
And not sure how much anonymity matters to you but this additionally complicates matters. Low latency and anonimiteit are hard to combine (probably impossible)
