There are two confirmation dialogs, which are enabled by default in Vivaldi.
1. Show an exit confirmation dialog, which is shown when you're trying to close the last or all windows.
2. Show close window dialog, which is shown when trying to to close any window.
They don't show how many tabs you have open, but a quick glance at the tab bar will probably give you an idea.
If you've enabled one or both of the options, I recommend enabling them in Settings > General > Close and Exit.
