It’s a great question. My understanding (I may be way off) is one of the amendments to the US Farm Bill clarified that only THC was illegal (they did this trying to help hemp farmers) and in doing so narrowed the restriction to only THC. Technically THC does not exist until you light THCA (the pre, acid form of THC) and therefore these companies can sell THCA (normal weed) as THCA is not restricted. MN has state legalization laws that prevents this type of sale but seems like everywhere.
