States are absolutely not emergent. They are tools intentionally constructed by a small number of individuals for very particular purposes and require constant maintenance through radical violence and control. Folk culture is emergent, language is emergent. Not only do these require no upkeep they can't actually be repressed or controlled. Jet airplanes and states are not emergent. They require constant upkeep.
Theorizing life with out the State is entirely actionable. The state is very fragile. I'd bet that if just 5% of people stopped obeying the police for a few weeks the state would collapse.
