All education is fundamentally moral. All law is fundamentally moral. All morality fundamentally flows from a worldview. In other words, there really is no true separation of church and state in the sense that everything in life is downstream of worldview.
The difference between public education and homeschooling comes down to the parents having the authority and flexibility to instill the spiritual and moral foundation they wish their children to inherent rather than the one the state would instill.
