The Social Security Administration (SSA) has been criticized by its Office of the Inspector General (OIG) for failing to implement recommendations to stop improper payments, which totaled nearly $72 billion from FY 2015 to FY 2022. The majority of these were overpayments, with an uncollected balance of $23 billion by the end of FY 2023. The SSA's initial response to OIG's 2018 recommendations included a 'comprehensive Debt Management Product,' which was halted in 2024 due to funding issues. Assistant Inspector General Michelle L. Anderson emphasized the need for better data access and systems modernization. As of February 2024, the SSA made over $1.1 billion in incorrect payments to 528,000 recipients, with an average processing time of 698 days for these payments. To alleviate the burden of overpayments, the SSA announced it would now collect only 10% of a beneficiary's monthly payment instead of 100%. Commissioner Martin O'Malley stated the importance of fair recovery policies to prevent undue hardship on beneficiaries.
