You wouldn't need to send much in the way of bitcoin. If you could consume an entire block with just 12 ordinals, then you could consume the entire block with just 12 sats. The high fees would actually work to the attackers advantage. They aren't worried about their transactions going through, their worried about blocking others from transacting.
