You can make kind 1 notes as long as you want and they won't show up in a long-form feed. They are meant to be short, even though I don't think they have a limit. PABLOF7z (npub1l2v…ajft) made a relay that only accepts kind 1 notes of 144 characters or less, though, if I remember right.
Long-form notes are kind 30023, so you will need a client that supports the creation of this event kind in order for it to show up in Primal's long-form feed.
