Tho it describes Empire 1.0 being the most treacherous State on the planet (which is why it ruled a sizable population of the world before), it also describes all other Empires, Capitalism & Power Politics in general — which is a principle embodied in all dominant systems we all live under.
That also forms the foundation of so called "international law" — the real one in practice — not theoretical BS version of so called "rules based order".
