It's just undergone a silent paradigm shift ever since the concept of lasting spiritual identity took a backseat to ephemeral "political" or "ideological" or "cultural" identities.
Insofar as "punk" is defined by DIY creation, organizing, & building something independent of corporate/capitalist interests, Bitcoin is punk af.
The reason why there is no punk art anymore is because virtually no one has the time, money, or energy to produce art, let alone subversive or radical art.
Art? In this economy? When you are one healthcare bill from bankruptcy at any given moment? When inflation, greedflation, and shrinkflation is felt on a daily basis in every single last goddamn purchase?
