If acreage reduction were behind this temporary rice shortage, we would have been seeing gradual issues with supply, rather than a sudden "hey, why is there no rice in any store anywhere?"
The answer is actually panic buying because of the earthquake warning a couple weeks ago.
I have no doubt that reduced rice production has influenced this in the very simple logic of "no excess=no padding in emergencies," but that's a big picture argument and not an answer to why we can't buy rice at this moment in time.
