Good news! The RetroSix wiki mentioned that VRES needs to be good, as well as VBAT on IC3. VRES however was at 0V all the time. It goes through R50 and near D4, both of which measured fine, but both had no voltage at them. Turns out that there was no cotinuity to pin 7 of the power board connector!
