To me, having an “ecash as a primitive” as you say, means you are trying to pay for low level operations.
At those lower levels, many times, there is not enough context to properly calculate an incurred cost.
For storage, sure the initial write or subsequent reads can easily be given an associated per byte cost, but how do you handle timed storage, ie month over month cost.
I actually think Network bandwidth is the easier of the facets to attribute cost to.
