It is effectively impossible for any #software solution—full app, library, other component—to stop changing, regardless of how fully realized it is in purpose and function. No software lives in a vacuum. It runs on hardware on top of an operating system, it is interpreted or compiled by another piece of software, it depends on other software components which cannot, themselves, stop changing, it is vulnerable to newly discovered holes which must be patched.
