It is only immature technologies that are heavily centralized because of the huge capital investment needed. Steam looms used to be a huge investment - now you can get a small powered loom for your workshop. Computers used to be a huge investment - now the poorest carry one in their pocket. Spaceflight currently requires a huge investment. But eventually it will be like a Heinlein novel, where a family buys a used spaceship and goes on a tour.
