No. Being able to divide the same amount of supply into smaller parts is not the same as adding new supply. New supply dilutes the purchasing power of all existing holders, while dividing the existing supply into smaller parts leaves all existing holders with the exact same purchasing power, they can just spend smaller increments of it at a time.
