People could opt out by refusing to use those, feeding it artificial data or advocating against it thru voting and petitions. A way of thwarting facial recognition could be to wear reflectacles which are a brand of glasses that cover parts around the eyes typically used to identify a person as well as blocking/reflecting infrared light.
