The implication that air superiority fighters are a requirement for a rebellion implies the state will bomb its own population. An F-15C will not serve a rebellion in beneficial role (even if pressed to fighter-bomber), unless it is to defend against bombers and other assault aircraft.
I believe the (((state))) is mad enough that they will openly bomb buildings like the IDF has against Palestinians.
