Guns can be purchased at gun shows under the private sale exemption. Under federal law, any person may sell a firearm to a federally unlicensed resident of the state where they reside, as long as they do not know or have reasonable cause to believe that the person is prohibited from receiving or possessing firearms.
There are more guns than people in the US and forcing gun insurance would be a monumental task because too many are not registered.
Perhaps regulating the sale of ammunition would be more feasible. All ammunition can be traced back to a manufacturer and through sales to the retail seller.
If bootleg ammo can easily be obtained it would negate any regulation on legal sales, however.
