When I say "that VM is eating more than half the resources of the server", they just reply "Ok".
Maybe they should put those services into an "autoscaling cloud" - and will start optimizing as soon as they'll see the bills. But I'm unable to give bad advices to my colleagues/clients - I'd feel really bad.
