As expected the opening offer is the US will own the Ukraine's nuclear plants. They're still attacking nuclear bombers in Russia and repeatedly tried to cause meltdowns during the entire conflict.

The other options are remove all the material and shutdown the plants, or have other nations be responsible for allowing them to make crude nukes/dirty bombs.
