Even had there been help (and when there later was a bit) there was not much at least for the Welsh coal fields. Not only did nobody want to try and shove new factories up valleys with no flat ground but there wasn't enough space to employ the people who worked there if they did.
It was only the much later economic boom of Cardiff and the assembly that accidentally saved the valleys.
I fear chunks of Scotland face some similar 'no point being here' realities alas
