One thing I've worked for running meetups and volunteering for civil societies is if underrepresented groups are not attending your events or applying to speak at your conference, they are probably not going to respond to a passive "open call" — and you may be the last person to hear about their complaints if you don't specifically reach out to them.
Furthermore, diversity and inclusion are not box ticking exercises and quality and diversity are also not mutually exclusive in any way.
