So, you are torrenting something using "Transmission" on macOS, where you have:
set upstream bandwidth limit to 0 (meaning: no upload)
you have blocked the torrent-incoming port on your router/fw
and you have also blocked in your router/fw PnP Port Opening
you can still get a notification from your ISP that "Paramount reported that you might be doing something illegal" because... well, it seems Paramount has decided that they run a torrent-client with some of their shows to capture potential illegal uploads.
Since you don't upload (doing what I described) above, you shouldn't worry - but they still send an email to your ISP - to intimidate you.

Edit: even if you set your "peer-listening"-port to (e.g.) 65535 after doing all I described above, their XML-file still shows that you are listening on BitTorrent's default peer-listening port. 😁
