Personally I am of the school of thought that it's up to each person to manage their own inbox (and notifications etc), not up to the sender of an email to send it at a time that's going to be convenient for the receipt - though of course it depends on organizational culture and people have to reach some sort of happy medium.
I know about cultures where it's at least suggested to schedule messages such that they don't arrive too far outside of the recipient's working hours, but it sounds like what you're suggesting goes a fair bit further than that.
(there is not much of a point to this reply, I just find it an interesting topic) 🤔
