It's not as much power as you think. And it's just a datacenter... they already consume tons of power. This is a wise financial decision to lock in your costs.
Oracle has permits to build out 3 SMRs for the same reason. (who is providing them? unclear; Rolls Royce has been offering them to US cloud companies tho)
Amazon bought a datacenter right next to a nuclear plant for the same reason
Amazon even bought all the power of a giant wind farm off the coast of Scotland for a similar reason. People are mad about it too, but they need to STFU about it because they aren't gonna agree to pay for the transmission lines to get the power delivered to the people anyway. It would make their electricity more expensive to fund that project.

They can't turn that power plant back on and feed it to the city. It needs a customer to consume its power, and the people weren't cutting it so it was operating at a loss. It was shutdown in 2019 because it was financially strangled.
PJM has some of the dirtiest power in the country, but the dollar reigns supreme.
