These are the ruins of Carthage. It was founded by the Phoenicians (traditionally led by Queen Dido), and was a significant rival to Rome until it was conquered and destroyed, in 146 BCE, during the Third Punic War. It later became one of the largest cities in the Roman Empire, with a population of, perhaps, 500,000.
To be honest, I found the site rather underwhelming compared with some other ancient ruins I have seen. It's a bit of a confused jumble.
