I think pay to post would basically put it off-limits to most people - A single payment to a relay might be better than that. Even 100 sats to join a relay would get very expensive if you're churning through accounts.
Most people from other social networks who are not tech savvy would be put off immediately by having to pay for each post.
I'm not a fan of people having to pay at all because it stifles adoption, but if it has to be a thing, then a one time payment would be better than pay to post.
It's a tough problem.
