1: I think you're talking about the "Slashdot effect", not a true ddos attack
2: a small site can probably sign up for a free account on a CDN/DDOS protection site, it kinda sucks, but if this is happening, that's what I'd suggest as tactical advice.
3: the only real solution to this as a categorical problem is using a true p2p distribution method. I think Peertube was doing something with that and federation, but I can't really speak to it.
