Depends where you are getting your lightning address from. Each provider will have its own approach to this issue. LN markets sets the minAmount to 1000 sats. Each provider will come up with a flat minimum or let users choose. Hopefully in the future each user will have his non-custodial LN address so he is free set whatever minimum he wants.
