Each barge at the time had about 200 million in street value of pot. It was taken off mother ships, put on barges, and towed by small tugs deep into rivers where is could be guarded, and distributed to big dealers. Satellites could see the whole operations. CIA had informational jurisdiction. Those dealers paid up to federal deep state operators, who then kicked it over to deep state political actors.
