It doesn't. It might get purged from nodes' mempools when there are too many higher fee transactions waiting to clear, but that is definitely not the fee environment we are currently in.
If you want to "cancel" it before it is included in a block, you have to post a transaction with a higher fee rate that spends the same UTXO(s) using either RBF or CPFP, as the case may be.
