I'm hoping someone here can confirm or deny rose rosette disease.
Backstory:
A rose bush had been relatively healthy except for a few bouts of blackspot until last year when it began to exhibit stunted growth, narrow, pointy leaves that would ultimately curl but not necessarily, thin, stringy stems with an abundance of small, soft thorns. The color of the leaves and stems was more red than green and slightly mottled in appearance. The bush no longer produces flower buds.
