Instead, you can put the Terminal app in a secondary profile (work profile, Private Space or secondary user) for now since each profile has their own VPN setup. We need to improve the Terminal app to be compatible with VPNs and VPN lockdown mode. It's a limitation of the upstream code even in the development branch and we need to figure out how to address it ourselves.
