I use plot to find focus in my character building. I need a framework to string them up on to discover who they are.
Also, if the characters get too firmly developed without a plot, it gets harder to fit them into one.
(And I end up desperately wanting to elaborate on personality quirks or life experiences that are 💯 tangential and add nothing to the story.)
But I can only assume that’s just me. 🤪
