"content": "From what I understand (StrongTown’s explanation), city level is best placed to extend credit. The money needs to go to small projects in order to fund the kind of construction *needed*. \n\nThe level of coordination is at the city level. Cities themselves need to act to build resilience; secure food, water, energy, housing (urban design), unique to them. It’s at that level. Communities need to secure themselves.",
