you can't land a rocket and then launch it again because it will either be too heavy to land or not have enough fuel to launch back.
this is why it was never done "again" - because it's impossible.
it will literally be easier to establish a mars colony because Mars has atmosphere so you can land using some kind of a wing or parachute rather than by burning fuel to slow down.
and because it would be a permanent colony - nobody coming back, thus you won't need to bring rocket fuel with you - only solar panels and some batteries.
