X11 has its weaknesses. It's about 25-30 years old system. In many ways Wayland is better. There is no "they". Most dev work is moved to Wayland. That's just the consensus. Anyone can give work power to the Xorg or the Xenocara project. X11 won't disappear soon. People still use X11 even in Wayland (Xwayland).
