My first thought when the deleted photos re-appeared on my wife's iPhone was that Apple uses the same technique for "deleting" photos that they also use for deleting messages.
The photos are merely "marked for deletion" (flagged) similar to record deletion in some DBMSes.
Messages on iPhone and Mac marks messages for deletion, but they appear under "Recently Deleted". Only after 30 days does MacOS and iOS do garbage collection to actually delete flagged messages.
