I think I see now after watching a fight with this weapon against a katana. I saw majority of matches the sickle chain weapon would win against sword. but on the few times the sickle chain wielder lost it was because they failed to initially ensnare their opponent with the weighted chain, so the enemy would just charge at them with their sword before they are able to try and spin their chain again.

I can see definitely see how this is like sword and cloak. if your initial cloak entanglement fails it is harder to try the trick again.
