I agree with the fact that if you use tor it should be everywhere, if not you are disclosed. I think that relay should allow tor exit nodes , if they think it is a trouble for the spamming it should be found another way .. like auth .. and anyway the best way should be using onion address relays .. if you don't care to disclose your ip instead tor is not needed ..
