This man is Eduard Berstein. He was a Social-Democrat theoretician that become infamous because he proposed that socialism no longer needed a revolution, that in a democratic republic like Germany, parliamentary struggle could achieve socialism, you just needed a socialist majority in congress.
He was fiercely debated by Kautsky (who ended up adopting his ideas) and by Rosa Luxemburg (who wrote Reform and Revolution against his ideas).
