Yes, absolutely - we use the r tag. It can be a bit tricky with slightly different URLs that point to the same resource (to prevent scattered comments). Maybe easier for ISBN, ISRC, etc identifiers
Does OSM use a standard ID to point to a place, or you wanted to comment on a specific URL?
