That's a great question. Much of it seems to stem from a Protestant work ethic and that people who are homeless or unemployed or struggling in general deserve their harsh conditions.
I think it's evolved past the point where most believers in this ideology would even acknowledge it's religious underpinnings, but that seems to be where it started.
It is certainly consistent with the strong desire to punish the less fortunate (like brutal sweeps of homeless encampments).
