Communism also hurts people. Look at every Communist regime that's ever been implemented in the real world. Soviet Union, China, Cuba, North Korea, etc. So why are they allowed in your Utopia but people who promote a heavily regulated capitalism such as Social Democracy (such as in the Scandinavian countries) wouldn't be?

A lot more people were killed in the Soviet Union than in Norway, for example.
