If you have a ruler that creates laws then all of society is under tyranny.

If you have a ruler who enforces the laws chosen by the people, then half of society lives under tyranny as the mob is easy to sway and one persons preferences will always trump another's.

Only If you have a leader who enforces natural law, not the laws of man, can you have freedom.
