How can it be legal for a country to impose penalties (fine, etradite, incarcerate, execute) upon the citizen of a foreign country who is operating in a foreign country. Our laws would not apply there. We would have no jurisdiction there.
This creates a chilling effect on liberty everywhere. If you can be prosecuted by a foreign power for doing or saying something that is legal within the country where you are located and is not prohibited by your home country's laws, then you can never be sure that you are safe.
