More police accelerates the doom loop - it doesn't fix the underlying problems, takes money from the things that would fix the problems, and makes wherever the police are more unwelcoming. Historically unused/underused real estate gets used by artists, immigrants, and other non-traditional users. This is the exact groups who are most likely to be driven away by cops. Plus the SF cops have shown that just having cops doesn't help - ie lack of traffic enforcement, standing/sitting around BASA & Hidden Vine while they got robbed/vandalized, so it's not like the police presence makes a small business safer.
I think a lot of SF's doom loop is really caused by the landlords though - seems like a lot of successful businesses get rent raised and/or can't hire entry level because there's so few entry level places for rent in SF.
