Why does a state-regulated legal system make no sense?
You invent a tool - a website that allows people to operate outside the state-controlled system - you get life in prison. But why? Because you are responsible for what people use that tool for. In other words, the state mafia apparatus will use its monopoly against you.
In contrast - someone creates a weapon. The weapon is used to kill people, but no punishment awaits the creator of the weapon.
Why? What's the difference?
In the first case, the state has no control over your system. It can't regulate it, it can't censor it, and most importantly, it doesn't profit from it. Your freedom, which the tool provides to the people, becomes a threat to its power. In the second case, the state has control over the situation. The gun falls within its system - it can regulate it, tax it, and even use it to further its own interests.
