We've been told since the Thatcher days that improvements can be made through 'efficiency savings' - and whilst in any endeavour they are surely some ways things could be done more effectively, I contend that after 40+ years, either they have failed at achieving efficiency savings (i.e. it didn't work), or there are no more significant achievable efficiency savings.
